Dr. Carr pastors a multi-denominational chapel and serves as the community chaplain at the Mariner Sands Golf Club in Stuart, FL. He is an executive on the National Conference of Ministry to the Armed Forces in Washington, DC. The Wesleyan Church and the Church of God Ministries have appointed him to credential chaplains to the Armed Forces and federal agencies; he recruits, selects, and provides pastoral care for a cadre of highly qualified pastors serving in the role of military and institutional chaplaincy.
Dr. Carr has been a pastor, ordained with the Wesleyan Church. Dr. Carr is a graduate from the University of Michigan, Asbury Theological Seminary (M.Div.), Duke Divinity School (Th.M.). He received the Doctor of Ministry degree from Fuller Theological Seminary and Doctor of Divinity from Indiana Wesleyan University. He completed the Air Force Command and Staff College (Air University) in 2005, focusing on international and strategic studies.
He retired from the U. S. Navy with the rank of Commander, providing over 30 years of distinguished service as a Chaplain for Navy and Marine Corps units; Division Chaplain with the Second Marine Division, 24th Marine Expeditionary Unit aboard the USS IWO JIMA Dr. Gary W. Carr Chair, Executive Committee for NCMAF (LHD-7), Command Chaplain USS KITTY HAWK (CV-63), 7th Fleet Battle Group, Director of Chaplain recruitment at the Navy Recruiting Command, Marine Aircraft Group 31, Command Chaplain for Naval Special Warfare Group TWO, Naval Special Warfare Development Group, Naval Air Technical Training Center (FL), and CREDO Director of Spiritual Fitness at the Naval Region Hawaii.
Since his retirement from military service, he served as Global VP for Translations and Director of Military Ministries for Biblica (formerly the International Bible Society) as well as Vice President and Dean of Graduate Studies at Southern Wesleyan University in South Carolina. From 2014- 2019, Dr. Carr served on the Colorado National Collaborative for Suicide Prevention, a multi-agency group tasked to provide strategies for reducing suicide in America. Dr. Carr is the Chief Chaplain for the Wesleyan Church, and a former supervisory chaplain for law enforcement agencies. He is a contributing author to the Emergency Response Handbook for Disaster Relief, Group Publishing (2009).
